School refusal, is it a new disease or children being children?

There are reports of children on a large scale refusing to go to school, and it has been labelled a medical condition. Is it really, or is it simply a case of children being children? The problem has blossomed since the Covid lockdowns, when I suppose children found all sorts of things they could do at home rather than sit in a classroom and listen to a teacher. Specialists are asking for more money and resources to deal with the problem, but shouldn't parents just tell their children to go to school. Perhaps if the devices, E-scooters etc were locked away during the day staying at home wouldn't seem so attractive. So what do you reckon, is it a real medical condition?
