Public street lights

I've noticed for some time... that the people responsible for replacing our street lights... aren't always replacing them all, or there are usually one or two street lights that haven't been replaced when they blow out.
It's often left up to the public to complain.
I've had to complain in the past...but they don't always seem to listen, as long as there are few lights blazing and not total darkness.
I've noticed the same thing happening in numerous streets over the years.
Is this the way they try to save money or not?
