Shopping Centre Parking Priorities

Modern shopping centre car parks have designated parking for parents with prams very close to their entry. There are also parking spots allocated for people who have disabilities. However these parking spots are not as convenient as those allocated to parents with prams.
My shopping centre also has a few parking spots for seniors behind these two groups.
In my thinking parents with prams are usually young and able to walk easily pushing a pram. Many disabled people have mobility issues and find walking difficult. Likewise many seniors have issues with mobility yet these two groups designated parking are further away from the entrance than parents with prams. Do the shopping centres have this wrong or is this allocation in accordance with the perceived economic spending of the three groups? Interesting eh?
